LEIS-E3S LLC was formed in May 2026 to pursue and perform contracts with federal, state, and local agencies — pairing two SBA-certified small businesses under a compliant joint-venture structure.
Why this JV exists
Federal, state, and local agencies need partners who can build — and who can build under modern engineering, security, and reporting standards. LEIS-E3S LLC is a construction-led joint venture that pairs the design-build, commercial construction, MEP, and federally funded infrastructure experience of Leis Consulting Group (SBA 8(a), HUBZone) with the AI, cybersecurity, and systems engineering depth of E3S (SBA 8(a), SDVOSB).
The result is one contracting vehicle that can compete on 8(a), SDVOSB, and (through the HUBZone-compliant adjustments contemplated in our JV agreement) HUBZone procurements — while maintaining the small-business affiliation exclusion under 13 CFR § 121.103(h).
How we comply
- E3S serves as Managing Venturer with ultimate performance responsibility.
- A named Responsible Manager — an E3S employee — owns delivery of every contract.
- A segregated JV bank account requires both parties' consent for member disbursements.
- E3S performs at least 40% of the work on every 8(a) and SDVOSB contract.
- Quarterly cumulative financials are reported to SBA within 45 days of each quarter end.
- Each opportunity is governed by a contract-specific addendum itemizing resources and work share.
